The following report published in the Military District of Washington 10 months prior to 9/11 casts light on a military exercise that consisted in establishing the scenario of a terrorist attack using a passenger plane on the Pentagon.
Five of the hijackers lived in a motel right outside the gates of the NSA at Fort Meade.

It was created as a result of a directive from the Joint Chiefs of Staff in early October 1999 by Chairman of The Joint Chiefs of Staff Hugh Shelton to develop an information operations campaign plan against transnational terrorism.
